My chihuahua is 17 months old and eats loads but wont put weight on?

my chihuahua Tinkerbell is 17 months old and shes always been thin even wen i got her at 9 weeks old i feed her puppy biscuits and cooked chicken she get lots of exercise but wont put any weight on help please!
